How this tool works

Heavy winter rain off the San Gabriel foothills moves through street gutters to storm drain inlets and on to flood-control channels such as the Eaton Wash. When an inlet clogs, the water backs up and spreads across the street and up driveways. In October 2015 a blocked drain left Roseglen Street under about a foot and a half of water until the blockage was moved.
